Wrong use of accent grave

Primarily it's about following paragraph in the text:

2 CMS Libraries
The following changes have been made to Joomla! CMS libraries (this is primarily code that was found in the `libraries/cms` directory in Joomla! 3.7 and earlier).

The readability and comprehensibility of texts depends decisively on the formal uniformity in appearance. I know this is hard to do in multi-authoring systems like this wiki. In addition, certain characters in the wiki code are used as control characters for text formatting. Nevertheless, the authors should be provided with tables that help to harmonize the appearance of the texts; Incidentally, a basic principle of corporate identity. A good start is JDOC:EDIT, but the page should be expanded. Depending on the country-specific habits, other quotes are used.

There is no understandable reason for me to use "Accent grave" (U+0060) in this text. In case the author of the text has no definite intention with it, I suggest to use here the special English quotes (single or double). See for Quotation marks

I replaced the character "Accent grave" with: "left double quotes, (high 66)" and "right double quotes, (high 99)", which corresponds to the Unicode characters U+201C and U+201D.
If my changes are accepted, they should be transferred to the translation template(s) by an administrator.
