TL stands for template link. It creates an inline link using the template name surrounded by curly brackets in a fixed-font style. The result not only creates a link to the template page in question but can also be selected and copied into an article to transclude the template. The template is basically used in template documentation and the Joomla! Documentation Style Guides.
