Did the updates posted on https://docs.joomla.org/Search_Engine_Friendly_URLs not actually make it into Joomla 5.1.1?

I am having issues with a site that is using non-sef URL's for internal links and they are not resolving properly UNLESS I have SEF URL's turned off.

I refreshed the Joomla core files to make sure I wasn't missing anything. I am looking for the settings described above in the docs and I also don't see them in the source code for J5.1.1 - https://github.com/joomla/joomla-cms/blob/5.1-dev/plugins/system/sef/sef.xml
